Depends how big the Way is, and how fast the mists move.
Case scenario:
The Way is HUGE. Some enterprising little bunnies go about as far as they can, let's say they get pretty close to the mists, then they get fed up and settle down. The mists creep ahead, really slowly. By the time they get to where they are now, the little settlement is a city. Plus, if the Way is big enough, there may be large patches of rural-ish areas between cities. Maybe there are enormous cities on the Way, they're just way further back than where Rhue started. They could also be off to the side somewhat - we don't know how wide the Way is (I like the idea of it being a cylinder or a torus personally
).
