I'm quite certain it was 'The Higher The Hair, The Closer To God'.

Correct. Rule 13. (I have the whole thing memorized)
"Unfortunately, the dragon only speaks in Napalm, a curious ancient language that you don't really need to speak to understand."

Another list, the list you speak of is the console RPG clich'e list, and yes, the Cloud rule does sound similar.

I especially like RPG rule #140:
Law of NPC Relativity (Magus Rule) - Characters can accomplish superhuman physical feats, defeat enemies with one hand tied behind their back and use incredible abilities -- until they join your party and you can control them. Then these wonderful powers all vanish, along with most of their hit points.

How true it is.

It's worse when the exact opposite happens. In a cutscene your characters are powerless to stop an angry mob, when it battle they could rip them all to shreads.
From what my barber told me, I now knew that nothing was real.

I think the characters would be more interested in not killing everything that moves.

But that goes directly against the "If you meet Buddha in a random encounter, kill him!" rule
