aha! no it's closed for now. I just wanted to follow a tip from a guy at Pnoe. Thanks, you've saved me some time :D .
It's probably one of the locked doors I checked then.

There are several things you need to do to get into Celestria's Fashion and none of them will seem to have anything to do with it. If you don't end up there on your own by completing various side quests eventually, you can always check Jabbo's Guide.
