ok, this is geting realy annoying, ive found a building in the city that says Celestria's fashion boutique
CLOSED: for renovation
does this building EVER open up? is there any way inside? if so plz explain.

Not really part of the storyline, you can finish the game without it ever opening. It's only needed for the Lexus ending.
You need to talk to Celestria at the party, become the Grand Champion and talk to her during your date. I think that's all, although maybe you have to talk to Marasha at these places too.
